Making an efficiency upgrade bankable with section 12L

A R3.5m retrofit saving 450 MWh a year: building the after-tax case, the M&V evidence, and what the 12L allowance is really worth.

450 MWh a year of savings is only worth what can be verified: a metered baseline, an IPMVP measurement-and-verification report and a SANEDI certificate for each year claimed.

The brief

A sound project, and a committee that wants the after-tax answer

A tax-paying manufacturer is weighing a R3.5m package of efficiency measures expected to save 450 MWh a year. The engineering case is straightforward. The finance committee wants the after-tax return, a payback it recognises, and a clear answer on whether the section 12L allowance is worth the effort of claiming.

Savings you can prove: baseline, M&V and the certificate

Energy, demand, yield, metering and savings: what the site or plant can actually do.

Savings that cannot be verified cannot be financed against. The work starts with a year of metered baseline data, normalised for production and weather, and ends with an accredited measurement and verification (M&V) report that compares the reporting period with that baseline.

Figure 2. Lifecycle of an efficiency project that claims section 12L.

The engineering happens in steps 2 to 4; the money is won or lost in steps 1, 5 and 6. Without a defensible baseline and verified savings there is nothing to certify and nothing to claim.

Text description

  1. Baseline measurement. A year of metered data, normalised for production and weather.
  2. Energy audit. Where the energy goes, by system, and what it costs.
  3. Measure selection & business case. Rank measures; build the after-tax case with and without 12L.
  4. Implementation. Procure, install and commission; keep the as-built records.
  5. Measurement & verification (IPMVP). An accredited M&V body compares the reporting period with the baseline.
  6. 12L certificate & tax claim. SANEDI certifies verified kWh; claim it on the tax return.
  7. Ongoing monitoring. Track savings against the baseline and act on drift.

Ongoing monitoring then feeds the baseline for the next cycle of measures.

  1. 01
    Savings. 450,000 kWh a year at R2.20/kWh in year 1 (R990,000), with the tariff escalating 8% a year. Maintenance R50,000 a year, escalating 5%. 10-year life.
  2. 02
Verification for 12L. Under SARS Interpretation Note 95, savings are measured for each year of assessment against a baseline that is reset every year, with a fresh M&V report and SANEDI certificate, so one measure normally supports one 12-month claim.

What section 12L is really worth

Returns, debt cover, tax and timing: what it is worth, and to whom.

  1. 01
Tax. 27% company tax, with the capex depreciated straight-line over 5 years. The company is tax-paying, so deductions reduce tax on its other income.
  2. 02
Section 12L. An extra deduction of R0.95 per kWh saved, claimed once, in year 1.
  3. 03
Cash flow. After-tax cash flow is savings less maintenance less tax, discounted at 12%. Simple payback is capex over year-1 net savings, before tax.

What the numbers say

The project stands on its own: R2.44m of NPV and a 26.1% IRR before any 12L benefit, with a simple payback of 3.7 years.

Section 12L is worth 27% × R0.95 × 450,000 kWh = R115,425 of tax, once. Discounted, it adds R103k to NPV (about 4%) and 0.8 points of IRR. Useful, not decisive, unless the project is marginal.

Its bigger value is the discipline it forces. The baseline, the M&V report and the certificate that 12L requires are exactly the evidence a finance committee or lender needs to believe the savings.
